To receive the minutes of the meeting of Licensing Sub-Committee held on 28 April 2015 (copy attached) and for the Chairman of the appropriate Sub-Committee to sign, as a correct record.

RESOLVED – That the minutes of the meeting of the Licensing Sub- Committee held on 28 April 2015 be received and the Chairman of the Sub-Committee be authorised to sign as a correct record.

DECLARATIONS OF INTEREST

To receive declarations by Members of interests in respect of items on this Agenda.

 

Members are reminded that, in accordance with the revised Code of Conduct, they are required to declare any disclosable pecuniary interests or other registrable interests which have not already been declared in the Council’s Register of Interests.  (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting.)

 

Members may, however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared in the Register, as well as any other registrable or other interests.

 

If a Member requires advice on any item involving a possible declaration of interest which could affect his/her ability to speak and/or vote, he/she is advised to contact the Monitoring Officer at least 24 hours in advance of the meeting.

THE LICENSING ACT 2003 - REVIEW OF STATEMENT OF LICENSING POLICY pdf icon PDF 168 KB

To consider the draft revised Licensing Policy which is to be the subject of a three months consultation process. The result of that process will be reported for consideration to Licensing Committee in November 2015 before being recommended to full Council.

The Principal Food, Licensing and Safety Officer presented a report which requested the Committee to consider the draft revised Licensing Policy which was to be the subject of a three months consultation process. She emphasised to Members that the current draft revised Policy was as a result of the Cumbrian Licensing Managers Working Group, of which South Lakeland District Council was a member, producing a template for the policy and promoting consistency between the Councils.

 

It was noted that the word ‘very’ in bullet point six, paragraph 7.19 of the draft Policy, should read ‘every’.

 

RESOLVED – That

 

(1)       the draft revised Licensing Policy be subject to consultation with stakeholders over a three month period  commencing 29 June 2015 to 18 September 2015; and

 

(2)       the results of the consultation be reported to Licensing Committee in November 2015 for consideration before being forwarded to full Council with any proposals for adoption.
