Declarations of Interest

To receive declarations by Members of interests in respect of items on this Agenda.

 

Members are reminded that, in accordance with the revised Code of Conduct, they are required to declare any disclosable pecuniary interests or other registrable interests which have not already been declared in the Council’s Register of Interests.  (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting.)

 

Members may, however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared in the Register, as well as any other registrable or other interests.

 

If a Member requires advice on any item involving a possible declaration of interest which could affect his/her ability to speak and/or vote, he/she is advised to contact the Monitoring Officer at least 24 hours in advance of the meeting.

To consider the new Acceptable Use Policy and associated protocols for implementation.

The Acceptable Use Policy was presented by the Principal Performance and Intelligence Officer. The Policy and its associated protocols aimed to provide the Council’s employees with a fuller understanding of the standards of behaviour which were expected of them when using information and communications technology (ICT). The proposed Policy would also provide clarity on the unacceptable use of ICT.

 

He advised that the Policy had been through consultation with Human Resources, the Senior Management Team and the Joint Consultative Panel and that the Policy would be reviewed annually.

 

It was confirmed that following the acceptance of the Policy a training and development programme would be produced for employees in an e-learning format and guidelines would be issued for Members. In addition changes in the Data Protection law in 2018 would be taken into account at that time.

 

RESOLVED – That the Acceptable Use Policy and associated protocols be approved for implementation.

Alcohol and Substance Misuse Policy pdf icon PDF 158 KB

To consider the new Alcohol and Substance Misuse Policy for implementation.

The Alcohol and Substance Misuse Policy was presented by the Human Resources Manager. The purpose of the Policy was to provide a supportive approach to employees who misused alcohol and/or substances, including a self-referral section and to also provide a fair and consistent framework for managers and employees. The Policy explained the consequences of failing to comply and provided a process with which to enforce the Policy. It was confirmed that the Policy had been through consultation with the Senior Management Team and Joint Consultative Panel.

 

Members were informed that, should the Policy be approved, a commitment had been made with the Trade Unions to draw up appropriate protocols with Occupational Health with regard to the sample testing process.

 

Following a discussion it was agreed that the Policy was supportive and would continue to promote the Council’s existing Health and Wellbeing culture.

 

The Committee thanked the officer for his work and acknowledged that the approval of the Policy would be an excellent step forward.

 

RESOLVED – That the new Alcohol and Substance Misuse Policy be approved for implementation.
