DECLARATIONS OF INTEREST

To receive declarations by Members of interests in respect of items on this Agenda.

 

Members are reminded that, in accordance with the revised Code of Conduct, they are required to declare any disclosable pecuniary interests or other registrable interests which have not already been declared in the Council’s Register of Interests.  (It is a criminal offence not to declare a disclosable pecuniary interest either in the Register or at the meeting.)

 

Members may, however, also decide, in the interests of clarity and transparency, to declare at this point in the meeting, any such disclosable pecuniary interests which they have already declared in the Register, as well as any other registrable or other interests.

 

If a Member requires advice on any item involving a possible declaration of interest which could affect his/her ability to speak and/or vote, he/she is advised to contact the Monitoring Officer at least 24 hours in advance of the meeting.

POLICY TO LICENCE HORSE DRAWN HACKNEY CARRIAGES AND DRIVERS - LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1976 pdf icon PDF 154 KB

To consider the adoption of a policy to grant licences to horse drawn hackney carriage proprietors and drivers and conditions that shall apply to such horse drawn carriages.

The Licensing Officer presented a report which requested the Committee to consider the adoption of a policy to grant licences to horse drawn hackney carriage proprietors and drivers and conditions that applied to such horse drawn carriages. He informed Members that any licence granted would apply to the District and could not be granted for a specific area of the District. He reminded Members that the licence period would be for 12 Months.

 

In response to a Member’s question, the Licensing Officer advised that the levels of competence for vehicles, proprietors and horses were those which had been adopted across the industry.

 

After further discussion it was

 

RESOLVED – That the following be approved:-

 

(1)       the Policy for the licensing  of horse drawn hackney carriages and  horse drawn hackney carriage drivers is as set out in Appendix 1 to the report;

 

(2)       the conditions that will apply to horse drawn hackney carriage vehicles is as set out in Appendix 2 to the report; and

 

(3)       authority be delegated to the Director of People and Places in relation to the grant and renewal and suspension (including with immediate effect as appropriate where in the interest of public safety to do so) of horse drawn hackney carriages and  horse drawn hackney carriage drivers.
