Consideration was given to the approval of funding in respect of the Rough Sleeping Accommodation Programme following a successful bid by South Lakeland District Council to the Ministry of Housing, Communities and Local Government. This funding would create an additional 12 move-on bed spaces for rough sleepers for those at risk of rough sleeping, and would include four complex needs spaces. These would be hosted by HOME Group utilising their own stock.
(1) Approval be given for the receipt of funding in respect of the Rough Sleeping Accommodation Programme following a successful bid by the Council.
(2) The Director of Customer and Commercial Services, in conjunction with the Legal, Governance and Democracy Lead Specialist (Monitoring Officer) enter into the appropriate agreements on behalf of the Council to receive and administer the grant funding for Years 1 to 3 of the Rough Sleeping Accommodation funding programme.
Reasons for Decision
Within the Homeless and Rough Sleeping Strategy for South Lakeland District Council, there are four key priorities, which are:-
· homelessness prevention;
· increase the supply of settled accommodation;
· ensuring the right support is available to those that need it; and
· tackling complex needs.
The proposal for Year 2 will help in the delivery of these priorities. The proposal will also help in the delivery of the Council Plan’s aim to “provide homes to meet need”.
Alternative Options Considered and Rejected
A leasing scheme was also considered. This would have meant that the Council would lease a building and then provide support. However, at this time, this is not a feasible option, but it may be in the future.
